An EMEG is a comprehensive compliance report addressing RF EME and exposure risk at telecommunication sites.

 

The EMEG is produced from site data collated from multiple sources using ProX5 EME – Corearth’s proprietary RF EME modelling software – to predict RF EME general public and occupational worker exposure boundaries.

REGULATORY REQUIREMENT & COMPLIANCE FRAMEWORK

The Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) sets public health limits governing human exposure to RF EME. These exposure limits for the public and workers are set out in the ARPANSA Standard for Limiting Exposure to Radiofrequency Fields – 100 kHz to 300 GHz (2021), RPS S-1. This Standard has been adopted by the ACMA as the definition of EME exposure limits for communication equipment.

The regulatory requirement that defines compliance with the requirements of the Standard is achieved by means of a Licence Condition attached to each radio communication licence. The Radio Communications Licence Conditions (Apparatus Licence) Determination 2015 mandates that the operation of equipment does not exceed the general public exposure limit.

Compliance relies on the successful design of a mobile base station installation. The location of neighbouring areas of interest must be reviewed to ensure EME compliance can be achieved with proposed construction drawings.

Environmental Management Reports (EMR’s) are required for all mobile base station installations. EMR’s offer additional protection and confidence to the General Public ensuring areas of interest surrounding base station have been considered.

RF EME Modelling

The provision of compliance documents, such as EMEG’s, SCR’s and SCC’s all require RF EME modelling of the mobile base station (MBS) installation. As part of this modelling process, RF EME signage is reviewed along with personnel access points to ensure compliance for the entire site.
